According to Edecio Martinez at cbsnews.com:
Muzzle it!
That's the word in Piscataway, N.J. as officials try to put dog owners on a financial leash if they can't keep their pets quiet for all 24 hours of the day.
In the town about 35 miles northeast of Trenton, an ordinance about incessant barking between 8 p.m. and 8 a.m. has been expanded to include barking at any time of day.
And, yes, residents could be fined.
"That's not fair at all. Dogs shouldn't be scrutinized for what?" resident Anthony Brullo told CBS Affiliate WCBS. "They're talking! Talking is their barking!"
The ordinance was expanded to include round-the-clock complaints because the town got about 400 animal noise complaints last year.

Why don't they just go ahead and ban the "dog" and not just the "barking"? Nobody wants to hear a dog barking constantly, but dang to ban barking at all times. . . .
This is soo insane. What the heck is next? Banning crying babies? howling wolves? WTF?
Maybe they should ban "STUPID" people that make up stupid laws. . . .ooops gotta go my dog is barking and wants to come inside. . . .

Here's what one lunatic blogger wrote:
This era dogs are used as passive-aggressive weapons: what bullets are to guns, barking is to dogs. Barking kills--a slow, painful death of a million bee stings. Communities should focus on the root cause of the conflict between barking dog and innocent human: the barking is the root cause. It's the BARKING that's the source of the conflict. The source of the conflict is not the barking-sufferer's REACTION to barking, whatever that reaction may be. Chronic barking is molestation. . . . . The barking-sufferer has a right to enjoy her patch of real estate unmolested by barking. The barker needs to get gone. . . . . (WTFever this blogger rants for 7 paragraphs just like this. . . .maybe this fu*ker just needs to get a life)
